Materials:
Small amounts of white & blue worsted weight yarn
Size I/5.5mm hook
Finishing needles

Special stitches:

beg dc2tog: ch1, dc in next st

dc2tog: yo, insert hook into next st, pull up a loop, yo, pull through 2 loops, yo, insert hook into next st, yo, pull up a loop, yo, pull through 2 loops, yo, pull through all 3 loops

beg dc3tog over 2 (star point): ch1, dc2tog

dc3tog over 2 (star point): yo, insert hook into next st, yo, pull up a loop, yo, pull through 2 loops, yo, insert hook into next st, yo, pull up a loop, yo, pull through 2 loops, yo, insert hook into same st, yo, pull up a loop, yo, pull through 2 loops, yo, pull through all 4 loops

Using white
R1 – Magic circle, ch2, 9dc into magic circle, slst into 2^nd ch to join.

R2 – ch2, dc in same st, 2dc in each dc, slst into 2^nd ch to join. (20 dc)

R3 – beg dc2tog, dc2tog, ch5, [(dc2tog) twice, ch5] 4 times, slst into top of beg dc2tog. (10 dc2tog, 5 ch5 sp)

R4 – beg dc3tog over 2, ch4, 3dc in 3^rd ch, ch4, (dc3tog over 2, ch4, 3dc in 3^rd ch, ch4) 4 times, slst into beg dc3tog.  End off white yarn

Attach blue yarn in ch4 sp to the left of a star point
R5 – ch 3 (counts as dc, ch1), 3dc in same sp, ch1, 3dc in 2^nd dc, ch1, 3dc in next ch4 sp staying close to star point, ch1, (3dc, ch1, 3dc) in next ch4 sp, ch1, (3dc in next ch4 sp, ch1) twice, (3dc, ch1, 3dc) in next ch4 sp, ch1, 3dc in next ch4 sp staying close to star point, ch1, 3dc in 2^nd dc, ch1, (3dc, ch1, 3dc) in next ch4 sp, ch1, (3dc in next ch4 sp, ch1) twice, 2dc into starting ch4 sp, slst into 2^nd ch to join.

R6 – slst into ch1sp, ch3, 3dc in same ch1 sp, [ 3dc in next ch1 sp three times, (3dc, ch1, 3dc) in next ch1 sp] three times, (3dc in next ch1 sp) three times, 2dc in starting ch1sp, slst in 2^nd ch to join.

R7 – slst into ch1sp, ch1, (3sc in ch1 sp, sc in each dc) 3 times.  Join & finish off.
